The Regional Training Center (RTC) is strategically situated within the TESDA Regional Office compound in Carig Norte, Tuguegarao City. Nestled between the National Food Authority and the Department of Health, and located just eight kilometers from the city center, RTC stands on a sprawling two-hectare campus dedicated to advancing technical education in Region 02.
RTC offers a wide range of UTPRAS-registered qualifications, designed to prepare learners for productive employment in various industries. These include programs such as Shielded Metal Arc Welding (SMAW) NC II, Refrigeration and Air Conditioning Servicing (DomRAC) NC II, Carpentry NC II, Masonry NC II, Automotive Servicing NC I and NC II (Engine Repair), Driving NC II and NC III (Straight Truck/Passenger Bus), Motorcycle/Small Engine Servicing NC II, Housekeeping NC II, Cookery NC II, Electronic Products Assembly and Servicing (EPAS) NC II, Electrical Installation and Maintenance (EIM) NC II and NC III, Organic Agriculture Production (OAP) NC II, Photovoltaic Systems Installation and Servicing NC II, and Trainers Methodology Level I.
True to its goal of producing skilled and job-ready graduates, RTC applies a competency-based training approach. This is further strengthened by Supervised Industry Learning (SIL), where trainees gain hands-on experience in actual work environments. To expand its reach, RTC also conducts community-based and mobile training programs, ensuring inclusive access to technical education, especially in far-flung areas.
Understanding that education goes beyond technical skills, RTC incorporates a variety of non-training activities into its programs to promote holistic development. These include Training Induction Programs, symposia, sports and wellness activities, spiritual gatherings, 5S implementation, Clean and Green programs, Gender and Development initiatives, Job Induction Programs, guidance and counseling, and basic health services. To support the health and well-being of both trainees and staff, RTC has established a partnership with Lutheran Clinic through a memorandum of agreement.
Guided by its vision to be the “Center of Technical Vocational Education and TVET Innovation in Region 02,” and its mission to “provide high-quality, industry-relevant Technical Education and Competency Assessments that equip learners with positive work values,” RTC has built a reputation for excellence in the field of technical-vocational education.
RTC’s commitment to quality is shown through its many awards. It received the STAR award for Electrical Installation and Maintenance (EIM) NC I and II with one STAR for three consecutive years, as well as for Housekeeping NC II, Automotive Servicing NC I, EPAS NC II, and just recently, Cookery NC II. The center also received the TESDA Seal of Integrity Regional Award, was recognized as the Best TESDA Technology Institution in 2019, and became a National Finalist in 2023.
Staying responsive to evolving industry demands, RTC continuously engages with industry partners and stakeholders through consultations. These efforts help ensure that training programs remain relevant, up-to-date, and aligned with the current needs of employers ultimately contributing to workforce readiness and regional development.
